LETTER OF INTENT

In every country worldwide meeting the challenges of a wide and perennial adoption of Information and Communication Technologies (ICT) is a key element to ensure the sustainable development of its national economy.

While Vietnam is ratifying international agreements on intellectual property protection, the 97% of pirated software nationwide in use, turns Vietnam into one of the most challenged countries in the world.
To address this issue, the Vietnamese Government has identified open-source software as its best opportunity and voted in 2004 the “FOSS application and development 2004 – 2008” programme. This programme intends not only to reinforce the national software infrastructure required for efficient governance, but also to give a new chance for Vietnam to master this infrastructure and incubate a national software industry.
Inline with the aforementioned challenges the European Union EU-ASIA IT&C Programme and the German Federal Ministry for Economic Cooperation and Development (BMZ) agreed to jointly fund a first conference on open-source for eGovernance. Moreover the conference is officially supported by the French Ministry of Economy Finance and Industry (MINEFI), the Vietnamese Ministry of Science and Technology (MOST) and the Vietnamese Academy of Science and Technology (VAST).

The COSGov – Vietnam Conference will be the first event in Vietnam to extensively cover the topic of “Open-Source for eGovernance”, the political and economical incentives, the business models and market opportunities, the open-source process and technologies. A particular focus will be given to leveraging open-source software in the field of eGovernance.
With a wide target audience of approximately 300 attendees ranging from ICT-aware Decision Makers, IT Managers to Software Architects, the conference will bring together open-source players of the international community with national and local representatives and IT specialists of the Vietnamese public and private sector.
Perfect place to explore opportunities to expand the use of open-source in Vietnam in the field of eGovernance, the conference will take place in Sheraton Hotel, Hanoi from Sept. 28th to 30th, featuring keynotes addresses, business and technical sessions, research lectures, tutorials, panels and social events.
Organised by IOIT (Institute of Information Technology), the leading institute of IT in Vietnam, InWEnt (Capacity Building International from Germany) and INRIA (French National Research Institute in Computer Science and Automation), COSGov Vietnam benefits from the expertise of ObjectWeb, the premier international consortium for open-source distributed infrastructure software in Europe which is hosted by INRIA.
